On April 17 the police sent a press release on dismantling activities of the dismantlement brigades on April 15 informing that proceedings were launched for the administrative breaches in the park on Mashtots Avenue. Political scientist Andreas Ghukasyan, member of the first dismantling brigade, answered our questions.
Mr. Ghukasyan, what are your thoughts on the police statement on your action in Mashtots Park on April 15?
I accepted it calmly. We all expected such a statement. I will comment with the Russian saying that they do not shake hands after the fight. Administrative proceedings were launched 48 hours later. This fact shows that the police does not act in accordance with its mandate and procedures. Everything depends on the will and instructions of those occupying political positions. We are ready for such developments, it will not affect our future steps.
As to their statements about dismantling, I would like to remind that we informed the police with an open letter to the police. Moreover, the police had been notified data and tools of dismantlers which are intended to be used for dismantling, in other words, the police revelation was delayed for two weeks which it was to be aware from March 27.
The police was more aggressive this time. Do you think they will resort to more violent action? In your opinion, why were the proceedings launched with delay, especially that you have announced about your intention from the beginning?
The reason for the police action on April 15 was their unpreparedness, and it was the cause of their aggressive actions. There is no other logic here. Certainly, the more successful our actions, the more aggressive the police will be.
As to the administrative proceedings, you are right, administrative proceedings should be launched immediately and not 48 hours later, and proceedings should present and ground that we were there legally. We hope that the police will proceed with this case appropriately, and it will reveal the circumstance that the police is supporting a an illegal construction which is prohibited by law, so the citizens have to deal with it themselves. We do not avoid such proceedings, and we will do everything to make the legal aspect of this issue appear more and more clear. If there are citizens who still doubt that the boutiques installed in Mashtots Park are legal, the society must be informed about the real situation and the reason for our disobedience to police actions.
Can you see any change?
Last week we heard the opinions of the mayor, the head of state and even the Armenian Apostolic Church, which show that the issue is clear, and law enforcement and nature protection are important issues facing our countries, and these issues must be the issues of the society.
In your opinion, why is no final solution given to this issue? There is an opinion that ten days before the elections the government will dismantle the boutiques to earn dividends or the park has become an apple of discord for the political forces. What can you see at the moment?
I can see illegal constructions, and I see my friends who are ready to dismantle the constructions. There are people in the society who see a political fight or political approach in this, this is the opinion of the part of the society who think that a citizen cannot change anything. We need to prove the opposite to the society, that people can fight for their rights independently and make them fulfill their constitutional responsibilities.
