The British expert, a famous person in relation with the NKR issue study, author of a book entitled “Black Garden” concerning Karabakh, Thomas de Waal presented before the Armenian audience. The discussion was organized by Civilitas Foundation giving possibility to de Waal to share his impressions gotten from years of communication with the conflict parties. Public and political figures, students, foreign diplomats accredited in Armenia participated in the meeting. Salbi Ghazaryan, Civilitas director, conducting the discussion, tried to present the current stage of the NKR issue settlement according to Thomas de Waal, especially against the background that if in previous years, Azerbaijan refused all the documents while Armenia used to accept them, now the situation is on the contrary. He said that perhaps, documents are a little ambiguous now which the Azerbaijani side prefers. The problem, according to de Waal, is that we dwell on preconditions very much. Peace will not be ensured by an agreement signed by two presidents, says Thomas meaning the status of Nagorno-Karabakh. According to him, accepting an interim status proposed to the sides, both sides could get what they want to some extent. Thomas de Waal says the international community does not make enough efforts to assist the interim status. Dwelling on the process of settlement, he says that the chair is to have four feet, but now it has two of them – negotiation process and cease-fire regime. He noted that the third foot is the post-conflict plan – reconstruction, economic programs, peace keeping. The forth foot according to him is communications between both nations which was previously refused in Baku but now they started dwelling on it. By the way, one of foreign diplomats present at the meeting, asked de Waal, whether he had such kind of discussions in Baku. Waal answered positively, adding in Yerevan the atmosphere of meetings is kind while in Baku it is ardent. According to him, it is understandable because in Baku they are wounded.
