The proposal of president of Karabakh to discuss the territorial integrity in the legal field, passed without comments. How does the Karabakh party imagine the discussion of the territorial issue “in the legal field”- in an international court, the UN, at a meeting of G8? Which international organ is able to solve territorial disputes between countries? What is the basis of such a settlement - the realities, the historical right (and what is the limitation of this right), the alignment of forces, geopolitical expediency? The Karabakh side is unlikely to have the answers to these questions. Under such conditions, other aims are to be viewed. The Karabakh side, apparently, proposes to postpone the discussion of territorial issues and to be engaged in the normalization of relations on the basis of the status quo. After all, those forces that promote the settlement of the Karabakh issue do not care about that fact that the territory of Karabakh passed to Azerbaijan and refugees returned, and so on. It is important that the territory of Karabakh stops blocking the regional and global communications. Karabakh is now ready to provide its territory for communication projects, but Baku torpedoes them requiring the opening of the border territory. And if the territorial issue is “solved” putting it in a closet or deferred to some bodies, Baku will not have other reasons for the closure of the borders of Karabakh. Possibly, the proposal on taking the territorial issue to the legal sphere is just a proposal about a “temporary status”. In the proposals of the mediators for Karabakh issue some interim status is predetermined which again will legitimize the territory, paving the communication, in general, relieve the region. But again the question of “territorial integrity” occurs, and if you submit it for consideration of a court, you can still live a long time in “interim status”, maintaining the status quo. How would the international mediators comment on the proposal of the Karabakh president? Perhaps it was a surprise to them, or even agreed with them or with some of them. Did Mamedyarov know about it stating that Azerbaijan agrees with updated Madrid principles? The new rhetoric of the speech of the Minister of Foreign Affairs of Armenia is noteworthy. Yesterday in an interview with reporters, he said, referring to the territorial integrity of Azerbaijan must be borne in mind the idea that we are talking about the occupied parts of Martakert, Martuni and Shahumyan regions by Azerbaijan too.
